Gutters and sidewalks

I was wondering if there were any plans in the city's future of expanding the number of streets with curb and gutter features and possibly sidewalks. As our town grows, we will need these in specific traffic-heavy areas of Manti.

Great suggestion! Since our city is 100+ years old the idea of cube and sidewalks were not realized but one would think to begin to assign budget money for this? I know the cost would be high and some owners have opted to do this themselves but what about adopting a program similar to what Richfield City has? The program request half of the funds to be paid by the owner and half by the city?

I don't know how many Manti citizens would be willing to do that. You know how tight money is these days, especially in this county.

I'm assuming Ephraim barely afforded their huge project because the substantially larger tax base they have. Or am I wrong?

True, however...

Yes you are correct that Ephraim and Richfield have a larger tax base; however, my sister and husband in Richfield represent the low to medium income and did like others save funds for their share of sidewalk and gutter (took about 2-3 years). The medium income of Manti is no different from Richfield so yes money is tight but planning is a key element to future improvements. For Manti I'm sure money is tight but if we want additional services we will need to either increases the taxes or allow for additional housing developments to be built. I don’t think Manti residents want another tax increase. From looking around the only way Manti can grow is to extend the city limits. With recent improvements to culinary water pipeline this is a start. It is up to the residents to allow for future growth.

Not everyone wants curb and gutter

Curbs, gutters and sidewalks are paid for by the person who has the road frontage. Usually a special improvement district is established, and each person in it is required to pay thier share of the cost. For people on a corner lot, this would represent two different street sides to pay for.

Manti has talked about curb and gutter, but I think the consensus of the city council has been that most of the citizens do not want it (as indicated by the poll that was done prior to the General Plan being developed), and the cost would be prohibitive for many people. I do not see a huge need for such a project at this time.

Yes, we are 100+ years old, and we have gotten along fine for that many years without them. Most of us enjoy the rural atmosphere of Manti and do not want the "citification" that curbs and gutters would bring. I think the benefits would be questionable, especially with so many people struggling to make ends meet. We are all going to be faced with a large increase in our county taxes come fall, and anything else might be the "straw that breaks the camel's back".

Some feel curb and gutter is an improvement

Some may think the benefits are questionable and some feel this would be an improvement. For myself and some neighbors having curb and gutter is a welcome improvement. Some can't wait and have paid for the improvement themselves. I will likely do the same in the next year. What I'm concerned about is someone in this discussion thread appears to fear growth and change. Over the next 100 years I'm sure Manti will become as the term used "citification". Change is a must! It is up to us as citizens of the community to make sure the change is in the direction that will benefit our elderly, children and working adults.

An example of change that saddens me is when the old Manti Grocery building was removed and transported to Salt Lake and replaced with a terrible looking building with a parking lot in its place. This is a change that I hope will not occur again. We need to appreciate our antiquities but welcome improvements that improve our safety and improve our environment. Curb and gutters help to stop erosion and provide a solid boundary between the city and its citizens.

Heavy traffic areas could use sidewalks

Since when did curb and gutter make a town a city? I'm still under the impression that Ephraim is still a small town, very rural. I can still see people stopping in the middle of the road in their cars talking as if they met eachother on the sidewalk. That's rural. First of all, it would make our town look a lot nicer. And with pageant crowds that will more than likely increase in number with the oncoming years (considering the pageant itself narration, music, etc. is currently undergoing a complete overhaul), we should probably consider curb, gutter, and sidewalk improvments in at least the areas of the town that experience the heaviest traffic, both pedestrian and road. These areas would namely be from Union street up to fourth north; and from second east to second west. Sure, it's expensive, but I'm sure citizens who have people parking infront of their homes, on their lawns, would greatly welcom expanded pavement and curb improvements. But that's just what I think.

We agree on some things

At least we agree some areas can and should receive some improvements. I don't expect to change overnight just in a manner that is feasible and agreeable to all concerned.

Value, Beauty, Safety

Having grown up in a city, I know that adding gutters and sidewalks are NOT what makes a small town "citified". Matter of factly, adding these improvements would raise property values and beautify the town. Furthermore, it would add a place where residents and tourists can safely walk, jog or whatever.

Suggestion to City Council; Improvement of Side Streets

As noted many times in Sanpete Messenger people wish not to see their taxes raised; however, they continue to request for more services without payment?  Manti City has been around for 140+ years as a city.  The population is growing and clearly with an increase in population we need to have a clear plan for growth.  I appreciate the upgrades seen along mainstreet and future pool.  This is a step in the right direction but we need to plan for improvement of the side streets and maybe getting them to the glory they were during the early part of the 20th century.  If you look around in Manti you'll find some old side walks and yes a gutter or two built 70+ years ago.  We as citizens need to plan for the next 100+ years.  I do like the idea the city of Richfield has adopted to improve their side streets where a citizen can pay 1/2 of the improvement (side walk/gutter) whereby the city pays the other half or we request that an assessment be applied via taxes.  If we looked at our tax bill you'll find 62% of the taxes go to the South Sanpete School and remaining amount is distributed to services.  Every year the increases is always seen more in the school and little to no increase in the services sector.  I applaud the discussion and hope our city council consider to provide input in 2007 about this subject matter.
